Yes. The app follows your iPhone language (Japanese or English). Garbage type names are yours to edit, so you can keep the Japanese words from your ward's calendar next to English ones.
Sometimes. The 1st Wednesday is the first Wednesday of the month; Wednesday of week 1 is the Wednesday in the first row of the calendar. When the month starts on Thursday or later, that row has no Wednesday. Pick whichever your ward's calendar uses. Read the guide.
No. iPhone limits scheduled notifications to 64, so Dashitene books the nearest ones and refills them when you open the app and in the background. If it ever runs low, it asks you to open the app once.
